Adam's Positions on Key Issues

Economy

High

Adam Gray voted with Republicans to end a government shutdown, aiming to reinstate federal workers and secure SNAP funding, viewing it as an opportunity for bipartisan solutions. As an Assemblymember, he prioritized policies that create good-paying jobs, incentivize investments, and promote business activity in the Valley. He also emphasized the importance of water supplies for paychecks, the full build-out of UC Merced, and K-12 education for job market readiness, and preserving agriculture.

“As an Assemblymember, Adam will continue to fight for issues that matter most to us in the Valley. Water - If nothing else, this drought is a reminder of the importance of increased storage capacity. For us in the Valley, sufficient water supplies can be the difference between a paycheck and an unemployment check. Recently, Southern California built a reservoir for their own use. If the people of Los Angeles can understand the importance of increased storage, so can the rest of California. Jobs – Supporting policies that help create good-paying jobs, incentivize investments in the Valley, and promote increased business activity will always be a top priority. UC Merced and Education – The full build out of UC Merced will have a tremendous impact on our community. Additionally K-12 education must have the resources it needs to ensure our children have the tools to either successfully enter into the job market or go to college. Preserving Ag - Agriculture is the economic backbone of the Valley. Ending state support of programs like Future Farmers of America does nothing to help prepare our students for careers in farming or preserve our rich agricultural heritage.” Adam Gray, as quoted on Ballotpedia.

Immigration

High

Adam Gray voted against the Department of Homeland Security Appropriations bill, stating it undermines effective immigration enforcement and cuts funding for U.S. Citizenship and Immigration Services. He advocates for bipartisan immigration reform, co-sponsoring the Dignity Act and the Farm Workforce Modernization Act. The Dignity Act provides legal status for some undocumented immigrants and invests in border security, while the Farm Workforce Modernization Act creates a path to legal status for agricultural workers.

“I strongly support funding law enforcement at the national, state, and local levels,” said Rep. Gray regarding his vote against the Department of Homeland Security Appropriations bill. “But this bill reflects a pattern of reckless leadership from the President that undermines effective immigration enforcement and puts both federal agents and the public at risk. We should be investing in policies that keep communities safe and ensure our immigration system functions responsibly, not doubling down on approaches that create chaos and danger.” He continued, “Border security and accountability must go hand in hand. That means securing the border, enforcing the law, and holding federal agencies to clear standards so agents can do their jobs safely and professionally. Political stunts and mixed signals don’t make us safer. They make enforcement harder and communities less secure.” (Rep. Adam Gray, Press Release, 2026)

Healthcare

High

Adam Gray supports extending Affordable Care Act (ACA) enhanced premium tax credits, noting that their expiration would lead to a sudden and devastating increase in healthcare costs for millions of Americans. He introduced the Protecting Health Care and Lowering Costs Act of 2025 to restore Medicaid funding and permanently extend these ACA credits, aiming to lower healthcare costs and protect coverage, especially in rural communities. He also led a bipartisan group of lawmakers to negotiate a comprehensive healthcare plan.

“Nearly 71 million Americans who rely on Medicaid for their health coverage are facing cuts to their care and increases in their monthly premiums,” said Representative Adam Gray, (CA-13). “Prices are too high already, and the budget bill that the President signed into law in July isn’t helping matters. The Protecting Health Care and Lowering Costs Act would reverse the Medicaid cuts and extend the Affordable Care Act’s premium tax credits to prevent a spike in health care costs and protect health care for all Americans. I’m grateful for the support of my colleagues who have cosponsored this important legislation and Economic Security Project Action for joining our efforts to show the American people we’re serious about lowering costs and protecting coverage.” (Rep. Adam Gray, Economic Security Project Action, September 11, 2025)

Climate & Energy

High

Adam Gray criticized the 2026 Central Valley Project water allocations, advocating for increased water provisions for farmers given recent precipitation. He supported the Endangered Species Amendment Act of 2025, aimed at making conservation more effective by reducing regulatory obstacles. Gray also voted for the Promoting Efficient Review for Modern Infrastructure Today (PERMIT) Act to streamline Clean Water Act reviews and supported the "Don’t Mess With My Home Appliances Act" while opposing the "Homeowner Energy Freedom Act."

“We are not happy. With substantial snowpack this winter and multiple recent years of strong precipitation that have helped lift California out of drought, the initial allocation is not justified. The President claimed he could deliver more water and yet that pledge rings hollow today. The Trump Administration’s allocations are offensive to the farmers of the San Joaquin Valley, one of the most productive agricultural regions in the world. This administration needs to move forward immediately with higher allocations and bring more water to the Valley like they promised.” — Congressman Jim Costa (CA-21) and Adam Gray (CA-13), Press Release, February 26, 2026

Abortion & Reproductive Rights

High

Adam Gray voted against bills in January 2026 that would restrict abortion access, including the 'Pregnant Students' Rights Act' and the 'Supporting Pregnant and Parenting Women and Families Act.' He states he helped pass a constitutional amendment protecting choice in California and believes the Supreme Court’s Roe v. Wade decision risked women's lives. Gray is endorsed by Reproductive Freedom for All.

Foreign Policy

Medium

Representative Adam Gray voted against the Department of Homeland Security Appropriations bill in 2025. He also supports the Made-in-America Defense Act. The appropriations bill, which passed the House, maintained flat funding for Immigration and Customs Enforcement while reducing funding for U.S. Citizenship and Immigration Services.

Education

High

Adam Gray supports education funding, having secured $1.366 million for community projects in the fiscal year 2026 agriculture funding package. He emphasizes that K-12 education requires resources to prepare students for college or the job market. Gray also champions agricultural education programs, such as Future Farmers of America, and recognizes public education as foundational to economic prosperity and infrastructure development. He announced the 2025 Congressional App Challenge winner, further supporting educational initiatives.

a tremendous impact on our community. Additionally K-12 education must have the resources it needs to ensure our children have the tools to either successfully enter into the job market or go to college. Preserving Ag - Agriculture is the economic backbone of the Valley. Ending state support of programs like Future Farmers of America does nothing to help prepare our students for careers in farming or preserve our rich agricultural heritage. Improving Infrastructure - We have lost the ability to build projects in California. Updating our infrastructure is the foundation upon which we ensure we have jobs, water, economic prosperity, and a good public education system. (Adam Gray, Ballotpedia, 2016)
