Doris Matsui — Democrat Candidate for U.S. House in California, 2026
Last updated: March 4, 2026
Doris's Positions on Key Issues
Economy
HighCongresswoman Matsui works with the Biden Administration to expand support for small businesses, invest in job training, and create new employment pathways. She advocates for the Women’s Economic Agenda and increased broadband access for working families. Matsui also champions targeted investments in manufacturing, clean energy, education, health care, and infrastructure, aiming to grow the economy and create high-paying jobs. She has called for additional funding for state and local governments to maintain services supporting economic activity.
““Here is the truth: we are sicker, less safe, poorer, and more divided. Families are struggling to afford groceries and rent. Millions have lost access to health care. Communities are living in fear. Instead of offering real solutions, the President delivered self-praise and empty rhetoric.” [...] “After a year of chipping away at our institutions and unleashing authoritarian ICE operations in our cities, Trump is now setting his sights on voting rights, unchecked control of our armed forces, and doubling down on his reckless, illegal tariffs,” Matsui continued.“This was not a State of the Union. It was a State of the Scam. I will fight this administration at every turn. And when Democrats retake the House, accountability and corrective action will be swift. The American people deserve leadership rooted in truth, compassion, and competence. Tonight, they got none of it.” - Congresswoman Doris Matsui, Matsui Response to President Trump’s State of the Union Address, February 24, 2026”
Immigration
HighRepresentative Doris Matsui has voted against funding bills for the Department of Homeland Security (DHS) in 2026, citing concerns over abuse of power and 'fear as a governing strategy' by agencies like ICE. She supports legislative measures such as the American Dream and Promise Act, the Dignity for Detained Immigrants Act, and the Reuniting Families Act, which aim to provide pathways to citizenship and protect immigrants from deportation. Matsui also strongly opposed the construction of the border wall and expressed concerns about restrictions on DACA.
“ICE is ripping families apart. Children are being detained. Innocent people are being hurt. And incendiary rhetoric and racist scapegoating from the Trump administration are fueling this harm. My family lived through what happens when fear is normalized. That’s why I won’t stop”. (Rep. Doris Matsui, The Sacramento Standard, February 6, 2026)”
Healthcare
HighDoris Matsui supports protecting and extending the Affordable Care Act's enhanced premium tax credits, arguing that without them, healthcare costs will rise and coverage will be lost for many families. She believes healthcare is a right and has fought to preserve federal funding for Planned Parenthood. Matsui also asserts that women's access to reproductive healthcare should not be politicized and supports initiatives to repeal the domestic and global gag rule.
““The Affordable Care Act has been a lifeline for millions of families in California, but the affordability people have relied on for years is under attack,” said Congresswoman Doris Matsui. “Right now, President Trump and Senate Republicans are failing to act on the Enhanced Premium Tax Credits, driving the largest premium increases Americans have seen in more than a decade. While I continue fighting in Congress to protect and extend these credits, Covered California remains indispensable—helping Californians find quality, affordable coverage during this final week of open enrollment. Health care is a right, and we have a responsibility to protect it.” (Congresswoman Doris Matsui, CoveredCA.com news release, January 26, 2026)”
Abortion & Reproductive Rights
HighDoris Matsui is pro-choice and has received an endorsement from NARAL. She supports federal funding for abortion and reproductive health care, including contraception access and emergency contraception for rape victims. Matsui voted "Nay" on the Born-Alive Abortion Survivors Protection Act (H.R. 4712) and the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2017 (H.R. 7), and voted "Yes" on restoring abortion access. She states that individuals should have the freedom to make their own decisions about starting or growing a family without political interference.
““Reproductive freedom must be a reality for everyone. Each person in the United States—no matter who they are, where they live, or how much money they make—should have the freedom to make their own decisions about whether to start or grow a family without interference from politicians.” —Rep. Doris Matsui (D-Calif.), msmagazine.com, January 21, 2022.”
Foreign Policy
HighCongresswoman Doris Matsui voted against funding bills for the Department of Homeland Security and the Department of Defense on January 22, 2026, to oppose what she termed "lawlessness or abuse of power" by the Trump administration and to reassert congressional oversight. She also condemned the Trump administration's strikes on Iran on February 28, 2026, asserting that only Congress has the authority to declare war and that the President was risking American lives. Matsui supports U.S.-Israel security cooperation and preventing Iran from acquiring nuclear weapons.
““Today, I voted NO on funding the Department of Homeland Security and the Department of Defense because I will not bankroll lawlessness or abuse of power carried out in Donald Trump’s name. When agencies entrusted with protecting the public terrorize communities and trample constitutional rights, Congress has a responsibility to draw a hard line.” — Congresswoman Doris Matsui, Matsui Statement on Votes Against DHS and DOD Funding, January 22, 2026.”
Education
HighDoris Matsui prioritizes universal access to quality education from Pre-K through college. She supported the Every Student Succeeds Act (ESSA) to invest in STEM education, increase preschool access, and raise academic standards. Matsui also champions affordable college education, supporting Pell Grants to ensure higher education is accessible for all qualified students, as she believes this cultivates a competitive workforce. She also condemned efforts to dismantle the U.S. Department of Education.
“California’s in-state tuition policy reflects a simple truth: if you grow up and live here, you should be able to afford college here. Dreamers grew up here. Suing to strip them of in-state rates would slam the door on thousands of students—most at community colleges—who are ineligible for federal aid and already stretching every dollar. - Doris Matsui, LinkedIn Post”
