Salud's Positions on Key Issues

Economy

High

Salud Carbajal supports job creation and economic development through infrastructure investment and clean energy initiatives. He has secured federal funding for public projects in San Luis Obispo and Ventura Counties via the Fiscal Year 2026 government funding bill and co-sponsored the Paycheck Fairness Act. His stated goal is to create more opportunities for working families to enter and remain in the middle class.

Fighting for the Middle Class: Many Middle Class Americans are struggling. They work hard and yet feel like they are falling further behind. I am running for Congress to fight for these working class families because I personally understand that struggle. Creating Good Paying Jobs: No one who works full time should live in poverty. We have to create more opportunities for people to lift themselves into the middle class and stay there. - Salud Carbajal, Ballotpedia

Immigration

High

Salud Carbajal supports comprehensive immigration reform, co-sponsoring and voting for the DREAM and Promise Act to permanently codify DACA. He helped author the Farm Workforce Modernization Act, which provides a pathway to legal status for farmworkers. Additionally, he co-leads the Dignity Act, a bipartisan bill offering legal status and protections to undocumented immigrants while investing in border security. He believes immigrants contribute to America's strength and economy.

“Our country needs to reform our broken immigration system,” said Rep. Carbajal. "Immigrants have long been key to the American economy's success, and I believe it's in our country's best interests to ensure the world's talent can continue to come here. I’m proud to co-sponsor the bipartisan Dignity Act to provide a commonsense solution that will create improved pathways for legal immigration while bolstering our border security.” (Rep. Carbajal, Carbajal Co-Leads Bipartisan Immigration Reform Bill, July 22, 2025)

Healthcare

High

Salud Carbajal has expressed concern regarding rising health insurance costs, stating in February 2026 that such costs have "skyrocketed." He has also voted against legislation, referred to as the "Big, Ugly Bill," which was associated with increases in health insurance costs.

“What we heard from Trump tonight was the same old lies, distortions, and distractions. But Americans know the truth: he has broken every single promise he made to working families. Prices continue to rise on everything from groceries to housing, health insurance costs have skyrocketed, and his Administration is ripping apart our Constitution and putting Americans’ lives at risk. Under his watch, militarized ICE agents are shooting American citizens in the street, and the Epstein criminal enterprise is getting away with some of the most heinous crimes imaginable. Trump’s lawlessness and corruption cannot continue. I’m committed to standing up for the Central Coast and fighting back against Trump’s cruel agenda.” — U.S. Representative Salud Carbajal (D-CA-24), "Carbajal Statement Following the 2026 State of the Union Address," February 24, 2026

Climate & Energy

High

Salud Carbajal supported the Inflation Reduction Act, which represents a substantial investment in climate action. He advocates for protecting the environment and public health for future generations, and proactively mitigating climate crisis impacts like wildfires and drought. Carbajal opposes new offshore oil and gas drilling, and maintains a 96% lifetime score from the League of Conservation Voters.

I believe we cannot afford inaction on the most significant challenge of our time. - Salud Carbajal, carbajal.house.gov/issues/issue/?IssueID=15122

Abortion & Reproductive Rights

High

Salud Carbajal has supported abortion rights and reproductive freedom, voting in favor of both the Right to Contraception Act and the Ensuring Women’s Right to Reproductive Freedom Act (H.R.8297). As a member of the Pro-Choice Caucus, he emphasizes that individuals experiencing health emergencies should receive necessary care, including abortion, without delay.

He also advocated for military families to compare housing options and supported increasing childcare capacity on bases. Carbajal opposed specific foreign military actions by the Trump administration in Venezuela and Iran, stating they broke promises to end foreign wars.

This last NDAA, I voted to increase pay for junior enlisted service members by 19.5 percent, and a 4.5 percent pay raises for all other service members. I also voted to increase the Basic Allowance for Housing (BAH). These increases will help service members, especially junior enlisted, pay for food, housing, and other necessities. - Salud Carbajal, on his official House website, undated
