Ryan's Positions on Key Issues

Economy

High

Ryan Mackenzie supports providing tax relief to individuals and reducing wasteful government spending to address inflation. He advocates for H.R. 3089 to coordinate state-level paid leave programs without federal mandates, and legislation to mandate E-Verify for federal contractors to protect American jobs and wages. Mackenzie also aims to prevent cuts to Social Security and Medicare benefits. He has voted to defend tariffs and for a bill described as reducing SNAP access and health coverage for Pennsylvanians.

“America is on the wrong track and the politicians in Washington are only making it worse with crippling inflation, open borders, rising crime, and their political games – all while we struggle in the real world. My goal for Congress is simple: make government work for you again and focus on the priorities that will help us the most right away. There is much to be done, but by concentrating on core issues first, we can begin to get back on track.” - Ryan Mackenzie, MackenzieforCongress.com/issues

Immigration

High

Ryan Mackenzie supports expanded immigration enforcement, citing his concern about the impacts of illegal immigration. He advocates for federal law to be fully enforced to address violent criminals. Mackenzie also emphasizes the need for reforms in enforcement actions, criticizing the lack of proper identification for ICE agents, warrantless home entries, and the detention of U.S. citizens. He believes ICE agents should be properly identified and suggests better local law enforcement coordination.

We saw pictures just regularly routinely where individuals, ICE agents, were on the streets in street clothes, no identification. I think these individuals need to be properly identified. — U.S. Rep. Ryan Mackenzie, WVIA, January 30, 2026

Healthcare

High

Ryan Mackenzie voted in favor of a Democratic plan in 2026 to extend Affordable Care Act tax credits, diverging from his party's stance. He believes the ACA has made healthcare too expensive for many Americans. Mackenzie seeks bipartisan healthcare legislation that offers immediate relief while implementing long-term reforms to the system.

“The American people understand that our health care system is broken and that the Affordable Care Act has actually made healthcare too expensive for many Americans,” said Congressman Mackenzie. “That’s why I have spent the last several months working alongside colleagues on both sides of the aisle to pass commonsense, bipartisan health care legislation that pairs immediate relief with long-term reform. Moving ahead, I will continue to work alongside members of the House and Senate to achieve a bipartisan outcome on this issue.”

Climate & Energy

Medium

Ryan Mackenzie holds a 9% lifetime score from the League of Conservation Voters. He voted in favor of bills such as the Homeowner Energy Freedom Act and the Don’t Mess With My Home Appliances Act in 2026. In 2025, he supported measures including rescinding protections for the Boundary Waters and defunding the Department of Energy’s Office of Energy Efficiency and Renewable Energy. These votes reflect a stance that generally opposes increased environmental regulations and funding for clean energy initiatives.

Abortion & Reproductive Rights

High

Ryan Mackenzie identifies as pro-life and supports state-level decisions on abortion, opposing a federal ban. He affirms support for in vitro fertilization and exceptions for rape, incest, and the life of the mother in abortion legislation. As a state legislator, he supported a 20-week abortion ban with these exceptions and voted for measures such as prohibiting abortions based on Down Syndrome diagnosis and establishing a constitutional amendment against taxpayer-funded abortion.

My position is that I'm opposed to a federal ban on abortion and I do support the exceptions of rape, incest and the life of the mother," said Mackenzie. (WFMZ)

Foreign Policy

High

Ryan Mackenzie advocates for border security, citing the impact of illegal immigration in his local community. He supports mandatory e-Verify for federal contractors over $150,000, stating its importance for protecting American jobs and wages. He also secured $47 million in programmatic funding for the Mack Defense M917A3 Heavy Dump Trucks, advocating for this defense appropriation. He serves on both the Committee on Homeland Security and the Committee on Foreign Affairs.

One is to strengthen e-Verify, a tool to vet the legal status of job seekers. Currently, it’s voluntary, 'but I have legislation that would make it mandatory for the federal government to use it for all their contractors and subcontractors' over $150,000. 'It’s very important because if we want to protect American jobs and maintain American wages, which get suppressed when they have to compete against illegal labor competing against them, this is a great step in the right direction,' said Mackenzie, RealClearPennsylvania, January 26, 2026.

Education

High

Representative Ryan Mackenzie advocates for affordable higher education, emphasizing the need for accessible opportunities for students and families. He pressed college officials during a House Committee on Education and the Workforce hearing to reduce costs. Additionally, he co-led the Affordable Child Care Act to expand the Child and Dependent Care Tax Credit, supporting increased federal investment in quality, affordable child care and sustainable wages for providers.

Again, our institutions of higher education are one of the real bright spots in this country. We want to continue those opportunities for students and families to succeed in life. And we've got to make sure though it's an affordable opportunity for everybody. So, thank you again for being here. And with that, I yield back to the chairman. Thank you.

Gun Policy

High

Ryan Mackenzie supported amendments to a background check bill requiring notification to ICE and the state attorney general when individuals without permission to be in the U.S. fail a firearm background check, citing that it is illegal for them to possess firearms. He has also voted against background checks for firearm purchases, supported allowing permitless carry in Pennsylvania, and voted to enable organizations like the NRA to sue local governments over gun safety legislation.

“It is illegal and a felony for somebody here in the country illegally to even possess a firearm,” MacKenzie said. “So in addition to that being reported to ICE, I think it is also important that that criminal offense be reported to the state attorney general,” he said.
