Elizabeth's Positions on Key Issues

Economy

High

“Once again, we are facing challenging and uncertain times for our community and our country,” continued Congresswoman Fletcher. “This Congress has failed to do the serious and hard work of governing–deferring to the White House time and again, refusing to do the work the people of this country need and deserve to make life more affordable and the American dream more achievable, and failing to defend the very principles and protections in our Constitution.” — Congresswoman Lizzie Fletcher, lizziefletcher.com, 2026

Immigration

High

Elizabeth Fletcher opposed aggressive immigration enforcement policies in 2026, including voting against the Department of Homeland Security Appropriations Act (H.R. 7147 and H.R. 7148) and funding for ICE. She co-sponsored the Stop Excessive Force in Immigration Act and introduced an amendment to prohibit immigration officers from wearing face coverings. Fletcher emphasized that current practices, such as warrantless raids and stopping people for papers, are unconstitutional and un-American.

Mr. Speaker, as the House considers this rule and the legislation it advances, I rise to remind all who are present in the chamber, all members of this body, and every [...] Afraid to go to school. Afraid to go to the hardware store because unidentified masked agents, often in plain clothes and unmarked cars, are breaking down doors to their homes, are pulling people from their cars, are stopping people on the street and asking them to show their papers and prove they belong here. This is not only unconstitutional, it is un-American. And this Congress must do something to stop it. Brave Americans are standing up and saying no all across this country. We have to do that here and we have to do it now. And it starts by voting no on this rule. Thank you, and I yield back. — Congresswoman Lizzie Fletcher, during debate on the Department of Homeland Security Appropriations Act, H.R. 7147, January 23, 2026

Healthcare

High

Congresswoman Lizzie Fletcher voted for H.R. 1834 in January 2026, which aims to extend the Affordable Care Act's Enhanced Premium Tax Credits for three years. She stated that this extension is crucial to address the ongoing healthcare crisis and prevent a significant loss of healthcare access. Fletcher noted that approximately 125,000 people in her district depend on these credits for their healthcare.

“People in Houston and across the country are in a health care crisis because of policy choices this Congress and the Trump administration have made,” said Congresswoman Lizzie Fletcher. “Cutting Medicaid and failing to extend the Affordable Care Act’s enhanced premium tax credits is causing the largest loss of health care in American history. But today, Democrats forced a House vote to extend the Affordable Care Act’s subsidies [...] I will not stop fighting for access to quality, affordable health care for people in Texas’ Seventh Congressional District and across the country.” (Congresswoman Lizzie Fletcher, fletcher.house.gov, January 8, 2026)

Climate & Energy

High

Elizabeth Fletcher supports clean, reliable, and technology-neutral energy policies, advocating for modern infrastructure that lowers carbon emissions and delivers low-cost energy. She voted for the 2019 Climate Action Now Act and against weakening energy efficiency standards, as well as opposing the 2025 Undersea Cable Protection Act to protect marine sanctuaries. While acknowledging natural gas's role in emissions reduction, she opposes bans on fracking and offshore drilling. She received a 97% 2024 score from the LCV Action Fund.

I have spoken up in favor of thoughtful policies that will help us reach our shared goals, and I have spoken out against proposals that I believe are misguided. I have helped ensure authorization and funding for critical energy research and development and pilot programs for innovative safety and other innovations. In 2019, I voted for the Climate Action Now Act, recommitting the United States to the Paris Agreement and ensuring that we are leading the efforts on climate and leading in energy production and technology, while introducing an amendment that our plan to do so remains technology-neutral. At the same time, I have opposed efforts to ban fracking, to ban offshore drilling, and to curtail use of natural gas, which has been a key driver in reducing greenhouse gas emissions. — Lizzie Fletcher, lizziefletcher.com/energy-environment/

Abortion & Reproductive Rights

High

Representative Elizabeth Fletcher supports abortion rights and access to reproductive healthcare, stating it is essential for individuals to control their lives, health, economics, and justice. She co-sponsored and voted for the Women’s Health Protection Act and the Right to Contraception Act. Additionally, Fletcher introduced the Ensuring Women’s Right to Reproductive Freedom Act, passed by the House and endorsed by Reproductive Freedom for All and Planned Parenthood.

I have co-sponsored and voted for the Women’s Health Protection Act to legalize abortion across the country and the Right to Contraception Act to codify the right for Americans to access contraception. As the Whip of the Congressional Pro-Choice Caucus, I am standing up for the right for all Americans to have access to the full range of reproductive health care and to make their own health care decisions. - Elizabeth Fletcher, from her official campaign website

Foreign Policy

High

Elizabeth Fletcher opposed the Consolidated Appropriations Act, 2026, and the Department of Homeland Security Appropriations Act, 2026, due to concerns over executive actions and a lack of protections. She also voted against federal funding for ICE. Conversely, Fletcher supported the Funding for the People Act and Additional Ukraine Supplemental Appropriations Act for military and humanitarian aid to Ukraine, and backs sanctions against Russia. She also voted for the ALLIES Act of 2021 to expedite visas for Afghan interpreters.

“Over the last year, the Trump administration has ignored the Constitution and the Congress. Today, the United States is at an inflection point. Congress cannot continue on as though this is business as usual,” said Congresswoman Lizzie Fletcher, January 22, 2026.

Education

High

Elizabeth Fletcher advocates for quality education as essential for democracy and a strong economy. She supports investing in public education, closing achievement gaps, and providing STEM curriculum. She introduced the JROTC Cyber Training Act and supported the IDEA Full Funding Act, School Food Modernization Act, College Transparency Act, Resident Education Deferred Interest (REDI) Act, and FREED Vets Act. She also supports the Biden administration's efforts for student loan relief and expanding community colleges.

“Over the last year, the Trump administration has ignored the Constitution and the Congress. Today, the United States is at an inflection point. Congress cannot continue on as though this is business as usual,” said Congresswoman Lizzie Fletcher, January 22, 2026.

Gun Policy

High

Elizabeth Fletcher supports gun safety laws and has voted against legislation she believes creates loopholes in federal firearms law. She voted against H.R. 2189, the Law-Enforcement Innovate to De-Escalate Act, citing concerns that it would deregulate certain firearms and potentially lead to a new market for untraceable ghost guns. Fletcher has received an endorsement from Giffords, an organization focused on preventing gun violence.

While this bill is framed as a way to help law enforcement access less-than-lethal devices, like TASERs, and promote de-escalation, this bill does not actually mention law enforcement in its bill text and there is currently no legal constraint on law enforcement’s ability to obtain less-than-lethal devices that are classified as firearms under current law. Instead, this new broad definition of “less-than-lethal projectile devices" will create a loophole in our country's primary federal firearms law and deregulate certain firearms classified as less-than-lethal devices. This bill also does not prohibit modification of less-than-lethal devices, which could result in a new legal market for untraceable and unregulated ghost guns. I voted against this bill, which passed the House by a vote of 233-185. (Elizabeth Fletcher, fletcher.house.gov/news/email, prior to March 3, 2026)
