Donald's Positions on Key Issues

Economy

High

Donald Beyer supports raising the minimum wage, ending government shutdowns, and promoting tax policies that empower workers and grow the middle class. He introduced the Older Workers' Bureau Act and advocates for universal paid leave, lower housing prices, and reinstating the expanded Child Tax Credit. He also opposes budget cuts to STEM education and workforce programs, viewing them as detrimental to the innovation economy.

In his skinny budget request, the President proposed a $5 billion cut to the National Science Foundation, including $1 billion in STEM education and workforce programs. If that budget request is enacted by Congress, this will be a death knell for our innovation economy and for America's future. I have already been alarmed by the workforce cuts the Trump administration has made over the past months. We are losing our best and our brightest. Some might find jobs in the private sector, but many are likely to be poached by other countries. We hear again and again that many countries are trying to recruit our best and brightest. I know this personally because these cuts have heavily impacted my home. I have had hundreds of constituents, thousands, fired or coerced out of the Federal workforce. — Donald Beyer, from a statement on moderatepoliticians.com, May 11, 2025.

Immigration

High

Donald Beyer supports comprehensive immigration reform and humane policies, aiming for a thoughtful and effective system that reflects American values and upholds human dignity. He has cosponsored the U.S. Citizenship Act and the American Dream and Promise Act to create earned pathways to citizenship and secure legal status for Dreamers. He advocates for a system that helps businesses, attracts global talent, and maintains a robust refugee program.

The United States is famously known as a nation of immigrants – our diverse heritage has been woven by people from all across the globe. In order to build on this rich tradition and enhance our country and shared prosperity, it is necessary to have a thoughtful, humane, and effective immigration system. - Don Beyer, official House website, beyer.house.gov

Healthcare

High

Donald Beyer is a cosponsor of Medicare for All and a sponsor of the Choose Medicare Act, indicating his belief in universal healthcare. He advocates for improvements in the U.S. healthcare system, especially for vulnerable populations, and introduced the Improving Diagnosis in Medicine Act. He also voted against a continuing resolution in 2025 that failed to address critical healthcare tax credits, and works to protect and expand access to the Affordable Care Act.

I will be voting no on Senate Republicans’ proposed continuing resolution in the U.S. House. Republican leaders have turned their backs on Americans facing rising health care costs and refuse to engage in serious negotiations toward real solutions for the affordability crisis their own policies created. I have said from the beginning that my goal is to end the shutdown in a way that protects Americans from skyrocketing health care costs, and this bill fails that test. - Congressman Don Beyer, Statement on Senate Republicans’ Proposed Continuing Resolution, November 10, 2025

Climate & Energy

Medium

Representative Donald Beyer advocates for climate action and environmental protection, achieving a 100% score from the League of Conservation Voters in 2025 and a 97% lifetime score. He co-chairs the House Sustainable Energy and Environment Coalition Lands, Waters, and Nature Task Force. He introduced the SCOPE Act to enhance transparency in corporate emissions disclosures and legislation to improve methane capture, while also demanding federal funding for water infrastructure repairs.

Abortion & Reproductive Rights

Medium

Donald Beyer voted in favor of the Women's Health Protection Act and the Ensuring Women’s Right to Reproductive Freedom Act to defend reproductive health freedoms. He supports these measures to ensure Americans' right to make their own health decisions and to affirm the right to travel for reproductive care, particularly following the overturning of Roe v. Wade.

Foreign Policy

High

Donald Beyer voted for the National Defense Authorization Act for Fiscal Year 2024. He opposed President Trump's military strikes against Iran in 2026, stating that the action was not smart, legal, morally right, or in the national interest. Beyer also supported ending President Trump's tariffs on Canada, citing their negative economic impact and the President's overreach of authority.

“The American people rightly do not want a war with Iran. President Trump’s war is not smart, it is not legal, it is not morally right, and it is not in our national interest.” — Congressman Don Beyer (D-VA), February 28, 2026, statement after President Trump ordered military strikes against the Islamic Republic of Iran.

Education

High

Donald Beyer supports protecting and strengthening public schools, advocating for robust federal funding for Title I and IDEA, and opposing initiatives like vouchers or "school choice." He believes these initiatives undermine public education. Beyer also supports student loan refinancing, all-year access to Pell grants, and other measures to keep higher education accessible and affordable. He has opposed actions by the Trump Administration that weakened education programs and offices, including those for special needs students and civil rights.

In Congress, I am committed to protecting and strengthening our public schools and supporting our educators. I believe that a quality education is measured in more than just test scores. We must ensure that teachers have the supports they need and the flexibility to be creative and are not stuck teaching to the test. I also believe that supporting our children’s education includes tracking student growth and maintaining a holistic education that includes physical fitness and arts education as well as access to after school programs. We also must maintain high standards in school nutrition and ensure that students still have access to meals in the summer. I will continue to fight to uphold fundamental federal civil rights protections by advocating for robust federal funding for Title I and IDEA as well as ensuring that the Office of Civil Rights is working proactively with colleges and universities to address sexual assault. I oppose any initiative (like vouchers or “school choice”) that would undermine our public schools or re-segregate our society. Schools are not a marketplace; we need all of our schools to be successful so that regardless of what school our children attend they have access to a quality education. I believe we must do more to address student loan debt, college affordability, and create successful post-secondary pathways that recognize career and technical education. I am a strong supporter of student loan refinancing, all-year access to Pell grants, allowing subsidized Stafford loans to graduate students, codifying the Obama Administration’s efforts on FAFSA application simplification, and many other initiatives that keep higher education accessible and affordable. Gun Policy

High

Donald Beyer supports gun violence prevention measures, including universal background checks and "red flag" laws. He voted for the Bipartisan Safer Communities Act and the Bipartisan Background Checks Act, aiming to keep guns out of the hands of criminals and those who pose a serious threat. He also sponsors legislation to expand gun safety research and empower the ATF, believing these reforms can save lives.

Gun violence is a uniquely American public health crisis that claims more than 45,000 lives every year,” said Congressman Don Beyer. “In addition to the brutal human costs, it perpetuates cycles of violence in affected communities, adversely impacts children’s education and life outcomes, and takes an immense toll on families. Gun violence has far-reaching, devastating impacts on American society yet states and our federal government often lack data that could improve our understanding of its causes or identify effective prevention programs. Our bill would solve this problem by creating a coordinated research body to provide the critical information and data needed to craft effective policies and programming to reduce gun violence and save American lives.”
